File No.2/3/97-MUC. – In terms of Ministry of Commerce Gazette Notification No.24 (RE-96)/92-97,dated5.3.1997 and in continuation of thisMinistry’s guidelines issued vide public notice No.601/1/97-policy dated10.3.1997 relating to the Import policy of Newsprint, the Government of India in the Ministry of Information and Broadcasting hereby further notify the Guidelines for authentication of the certificate of Registration by the Registrar of Newspapers for India for import of glazed and standard newsprint as given in the Annexure until further orders.

ANNEXURE
Guidelines for Authentication of Registration Certificate
1. Definition.
1.1 A ‘newspaper’ shall mean any printed periodical work containing public news or comments on public news defined in the Press and Registration of Books Act, 1867 as amended from time to time.
2. Eligibility
The Registration Cettificate shall be authenticated by the Registrar of Newspapers for India on submission of a formal application complete in all respects. In respect of such newspapers/periodicals as have been registered with the RNI in accordance with the relevant provisions of the Press and Registration of Books Act1867, as amended from time to time.
3. Procedure for submission of application.
3.1 The application for authentication of the Registration Certificate for import of glazed and standard newsprint shall be made by the publisher/owner of a newspaper/periodical and shall to addressed to the Registrar of Newspapers for India, West Block 8, Wing 2, R.K.Puram, New Delhi – 110 066. The specimen copy of application form is enclosed.
3.2 The application should be accompanied by (a) Two copies of the latest Certificate of Registration of the Newspaper/periodical issued by the RNI, (b) An attested copy of the Annual Statement for the previous calender year as required to be submitted under the PRB act complete in all respects and one specimen issue for each month of the preceding 12 months from the date of submission of application, provided 3.2 (b) and 3.2 (c) will not be applicable to such newspaper/periodical which has not completed one calendar year after commencement and issue of certificate of registration, but with respect to para 3.2 (c) they should submit one specimen issue for each completed month of publication.
The Authenticated Certificate of Registration will be valid until further orders.
4. Returns
4.1 The publisher/owner of a newspaper/periodical shall submit half-yearly returns indicating the quantity of imported Glazed/Standard newsprint purchased and consumed for the period ending 30th September of the year 31st October of the same year and the Annual Return for the year ending 31st March of the year by 30th April. The half-yearly return should be certified by the Publisher/owner whereas the Annual Return shall be certified by the Chartered Accountant. The return shall be certified to be true and correct by the publisher/owner and the Chartered Accountant as the case may be. The specimen form of return is annexed.
4.2 Failure to submit the return in time or submission of false information shall disqualify the newspaper concerned for Authentication of Certificate of Registration for the purpose of import of newsprint.
5. Exceptions
5.1 The Government of India in the Ministry of Information and Broadcasting may waive
any of the requirements or relax any of these guidelines for good and sufficient reasons.

File No.2/3/97-MUC – Reference guidelines issued by this Ministry.vide Public Notice No.601/1/98-policy dated 26.3.1998 regarding issue of Certificateby the Registrarof Newspapersfor India for theimport of newsprint. Amendments as indicatedhereunermay kindly be made therein:-
(i) Line No.4&5 of Para 1 of the Public Notice may be corrected to read as ‘Guidelines for issue of Eligibility Certificate by the Registrar of Newspapers for India for import of glazed and standard newsprint as given in Annexure, until further orders.’
(ii) The sentence ‘Guidelines for Authentication of Registration Certificates’ appearing just below Annexure may be amended to read as “Guidelines for Issue of Eligibility Certificate”.
(iii) In the first line of Para 2 (under Eligibility) the words ‘Registration Certificate shall be authenticated’ is amended to read as ‘Eligibility Certificate’.
(iv) In Para 3.1, in the first line the words ‘for authentication of the Registration Certificate’ is replaced by the words ‘for Eligibility certificate’.
(v) Para 3.3 may be amended to read as ‘Eligibility Certificate issued in a financial year will be valid for the financial year in which it has been issued’.
(vi) The second line of para 4.2 may be read as ‘for issue of Eligibility Certificate for the purpose of import of newsprint’.
(vii) The subject matter given under the headings ‘Application form for import of newsprint’ and ‘subject’ may be amended to read a ‘issue of Eligibility Certificate for the purpose of import of newsprint (glazed/standard).
(viii) The last sentence of the Application Form may be corrected to read as ‘You are requested to issue Eligibility Certificate for the purpose of import of glazed/standard newsprint at the earliest’. Also at the end of the Form of Return the words ‘authentication of certificate of Registration’ maybe read as “Eligibility Certificate”.

Sub: Clarification regarding import of newsprint by newspapers.
Attention of Ministry of Information and Broadcasting is invited to their OM No.2/3/97-MUC dated 4.3.2004 on the subject mentioned above. As far as the Import Policy of newsprint is concerned, attention of M/o. Information and Broadcasting is invited towards the Licensing Note No.(2) of Chapter 48 to the Schedule-I of ITC(HS) Classification of Export and Import Items, 2002-07. It is clarified that the EXIM provision stipulated therein are still valid. However, one amendment was made vide Notification No.29 dated 28.1.2004 (copy enclosed) by which instead of furnishing half-yearly statement, an annual statement is required to be submitted to RNI.
This issues with the approval of Jr. DGFT(Policy).
